National Mental Health Programme

enlightenedABOUT THE PROGRAMME

The National Health Mission (NHM) strives to provide health care services on Mental Health to all the citizens of the State in an equitable manner through the National Mental Health Programme (NMHP). The Government of India has launched the National Mental Health Programme (NMHP) in 1982, with the following objectives:

  • 1. To ensure the availability and accessibility of minimum mental healthcare for all in the foreseeable future, particularly to the most vulnerable and underprivileged sections of the population
  • 2. To encourage the application of mental health knowledge in general healthcare and in social development.
  • 3. To promote community participation in the mental health service development and to stimulate efforts towards self-help in the community. 

The strategy of NMHP is to integrate mental health services with primary health care, provision of tertiary care institutions for treatment of mental disorders and eradicating stigmatization of mentally ill patients and protecting their rights through regulatory institutions like the Central Mental Health Authority and State Mental health Authority.

The District Mental Health Program (DMHP) was launched under NMHP in the year 1996 (in IX Five Year Plan).

The DMHP was based on ‘Bellary Model’ with the following components:

  • 1. Early detection & treatment,
  • 2. Training,
  • 3. IEC: Public awareness generation,
  • 4. Monitoring.

In Assam, it was started in the year 1996-97 with two districts namely, Nagaon and Goalpara. Till the FY 2024-26, total in 34 districts DMHP programme is running.

The Government of India (GoI) in its Union Budget 2022, announced the National Tele Mental Health Programme of India, Tele Mental Health Assistance and Networking Across States (Tele MANAS) and entrusted the Ministry of Health and Family Welfare (MoHFW) to guide its overall implementation. Consequently, the MoHFW formed a National Technical Advisory Group (NTAG) and three technical advisory sub-committees (Mental Health Service Delivery, Information Technology Architecture and Health Systems) to achieve specific goals and objectives of Tele MANAS.
